On May 19th, the Department of Agriculture and Rural Affairs of Heilongjiang Province issued the "Implementation Plan for the 2025 Scientific Use and Recycling Pilot Project of Plastic Film in Heilongjiang Province".
1、 Target task
By 2025, 140000 acres of fully biodegradable plastic film will be promoted throughout the province, and the disposal rate of agricultural film in project areas will not be less than 85%.
2、 Key tasks
Select suitable crops such as potatoes, peanuts, garlic, tobacco, fresh corn, rice, melons and vegetables according to local conditions, and promote fully biodegradable plastic films that comply with the national standard GB/T35795-2017 in a steady and orderly manner based on the principle of moderate concentration, ensuring that the products are suitable for regional climate and resource conditions and match the needs of crop growth and development. Priority should be given to fully biodegradable membrane products that have been tested and demonstrated in this region or within our province, with good adaptability and high compatibility.
3、 Organize and implement
(1) Scope of implementation. Maintain the continuity of pilot policies and continue to select 18 counties (cities, districts) including Shuangcheng District, Shangzhi City, Bin County, Yi'an County, Meilis District, Longjiang County, Fuyu County, Ning'an City, Dongning City, Tangyuan County, Jiamusi Suburban, Zhaozhou County, Zhaoyuan County, Lindian County, Datong District, Beilin District, Hulin City, and Boli County to carry out the 2025 scientific use and recycling pilot of plastic film.
(2) Implementation cycle. From the date of issuance of this plan until the end of June 2026.
(3) Support the focus. The pilot funds will focus on supporting the promotion of fully biodegradable plastic films. The subsidy targets should focus on cooperatives and large-scale growers who use plastic films that comply with regulations.
(4) Subsidy method. Direct subsidies, buy first and pay later subsidies, indirect subsidies, and encouraging centralized procurement in the entire region can be used to ensure the quality of plastic film and reduce comprehensive usage costs. Subsidies for farmers should be distributed through the "one card" system in accordance with relevant requirements.
(5) Develop an implementation plan. Develop a county-level implementation plan, specifying the implementation area, subsidy methods, subsidy targets (subjects and crops), subsidy standards, etc., and submit it to the Provincial Department of Agriculture and Rural Affairs for filing before June 20, 2025. If there are any adjustments to the follow-up plan, report them in a timely manner.
(6) Project acceptance. The agricultural and rural departments of pilot counties shall verify the land area and film standards for project implementation, and form an acceptance report to ensure the accuracy of promotion effectiveness and subsidy distribution. The acceptance report shall be submitted to the Provincial Department of Agriculture and Rural Affairs before June 15, 2026. The Provincial Department of Agriculture and Rural Affairs will organize experts or hire third-party organizations to conduct spot checks and verifications on the completion of projects.
4、 Guarantee measures
(1) Strengthen organizational leadership. The pilot counties should attach great importance to and promote at a high level, implement the main responsibility of the government, commit to the special use of pilot funds, and the main responsible comrades should take the lead in overall management, establish a work coordination mechanism led by agriculture, rural areas, and finance departments, strengthen supervision and guidance in project organization and operation, fund management, and work promotion, and ensure the implementation of pilot tasks. The agricultural and rural departments should take proactive measures, cooperate with the departments of industry and information technology, market supervision, ecological environment, etc., increase regulatory and law enforcement efforts, strictly prohibit non-standard plastic film from entering the market and fields, and lay a solid foundation for project implementation. The Provincial Department of Agriculture and Rural Affairs will strengthen project technical guidance services, and research and improve agricultural measures for the application of fully biodegradable plastic film according to local conditions.
(2) Strengthen the standardized use of funds. The Provincial Department of Agriculture and Rural Affairs will regularly schedule the progress of fund utilization in pilot counties and organize project performance evaluation. City level agricultural and rural departments should implement the supervision, management, and inspection responsibilities of project funds in pilot counties under their jurisdiction, supervise and do a good job in performance self-evaluation, information disclosure, and other work. Pilot counties can adopt the method of "accepting one batch, publicizing one batch, and disbursing one batch" during the implementation period to accelerate fund payment, synchronously report the use of funds on the transfer payment platform of the Ministry of Agriculture and Rural Affairs, do a good job in publicizing fund distribution, widely accept social supervision, and ensure the standardized use of funds.
(3) Strengthen project management. Pilot counties should establish and improve project ledgers to fully monitor the implementation of projects. The organization, together with the township and village committees, will form the "2025 Application and Subsidy Statistics Table for Fully Biodegradable Plastic Film Use (Village Level)", verify and accept the plastic film plots, and form an acceptance report. Those who pass the acceptance will establish the "2025 Annual Subsidy Statistics Table for Fully Biodegradable Plastic Film Use" for the township. After 5 days of public announcement without objection, the township will submit relevant materials to the county's agriculture and rural department to form the county-level "2025 Annual Subsidy Statistics Table for Fully Biodegradable Plastic Film Use".
(4) Strengthen work promotion. The pilot counties should use the media such as the Internet, mobile communication terminals, radio and television, and clear paper to strengthen the laws and regulations such as the Law of the People's Republic of China on the Prevention and Control of Soil Pollution, the Measures for the Management of Agricultural Film, the Regulations of Heilongjiang Province on the Protection of Cultivated Land, and the policy publicity of the national pilot project for the scientific use and recycling of mulch, promote good experience, good practices, and good examples, improve farmers' awareness of scientific use and recycling of mulch, and create a good atmosphere for the participation of the whole society
Each pilot county should promote the use of fully biodegradable plastic film while establishing a sound system for the recycling and classification of waste plastic film based on actual conditions. It should explore the integration of renewable resource recycling, garbage collection and transportation, and agricultural material sales systems to timely carry out plastic film recycling and disposal. Please submit the project progress report before January 15, 2026 and the annual pilot work summary before June 15, 2026.
